On one March 1887 (O.S.), a group in the university college students was arrested even though planning an try over the life of Alexander III of Russia. Due to this fact, new admission rules to gymnasiums and universities have been authorised from the Minister of Nationwide Enlightenment Ivan Delyanov in 1887, which barred people of non-noble origin
